A two-year survey by Indiana State Excise Police found that the state’s restaurants and liquor stores lagged behind other retail channels (.pdf) in preventing sales of alcohol to minors.
For the survey, 18-to-20-year-olds, watched over by undercover officers, tried to purchase alcohol at various establishments. Underage buyers succeeded in more than 44 percent of restaurants and more than 40 percent of liquor stores.
By contrast, fewer than 26 percent of grocery stores, and only about 21 percent of drug stores, allowed 18-to-20-year-olds to purchase alcohol.
